Short   project description

The aim of the technical assistance is to establish and improve the capacity of Ministry of Agriculture and Rural Affairs (MARA) required for “ecosystem based fisheries resource management” through various work packages such as:

 

-          Preparation of elaborated strategic approximation documents related to fisheries acquis (action plans, programme, model design, tender dossier and report).

-          Building the institutional capacity through training of MARA personnel and stakeholder awareness

-          Needs Assessment, including market research and technical specification for a research vessel.

Post description

· Prepare preliminary research vessel designs by consulting with MARA as well as staff of the Twinning Component;
· Estimate the initial vessel construction costs and lifetime running costs of a vessel;
· Work out the most suitable size for the research vessel and make sure that proposed designs meet performance and cost requirements;
· Determine the proportions and shape of the hull (the body of the vessel);
· Design accommodation and research areas;
· Make calculations relating to the structural and mechanical aspects of design, construction and repair;
· Supervise STEs who may prepare detailed designs and specifications;
· Obtain plan approval and prepare Bill of Quantities and tender dossier;

Qualifications and Skills Required

· A University Degree in Naval Architecture or equivalent education Professional Engineering Certification;
· Good command of written and spoken English;
· Full computer literacy.
 

General Professional Experience    ·· Preferably 10 years of professional experience but a minimum of 8 years required.
Specific Professional Experience    · Experience in preparation of tender dossier for (research) vessels, including Bill of Quantities;
   · Knowledge or experience in structure and design, management, cost calculations, manufacturing processes, research, mechanical practises,         hydrodynamics and hydrostatics, propulsion and systems engineering;
    · Membership of Internationally recognized Guild of Society of Naval Architects, or equivalent, will be considered an asset.
