Technical Assistance for Introduction of Stock Assessment

Short   project description

The aim of the technical assistance is to establish and improve the capacity of Ministry of Agriculture and Rural Affairs (MARA) required for “ecosystem based fisheries resource management” through various work packages such as:

 

-          Preparation of elaborated strategic approximation documents related to fisheries acquis (action plans, programme, model design, tender dossier and report).

-          Building the institutional capacity through training of MARA personnel and stakeholder awareness

-          Needs Assessment, including market research and technical specification for a research vessel.

Post description

· Review of fisheries management system in Turkey;
· Elaborate different management strategies for different fisheries resources;
· Review of past assessments in the surrounding seas;
· Review of existing datasets;
· Review of fisheries dependent data collection methods (i.e. by port officers, FIS, etc.);
· Contribute to training courses and conduct workshops
 

With help of international/national STEs
· Preparation of draft action plans for
o marine fisheries management regime with alternative instruments (quota/TAC, fishing capacity and effort, days at sea, rights based, etc.), including proposals for re-structuring of fleet segmentation
o multi-annual stock management regime for major stocks
o further development of national surveillance, monitoring and control
o an integrated data collection/monitoring programme, including biological, economic, catch data modules
· Preparation of draft programme for fishing capacity reduction and monitoring through alternative tools, including alternative proposals for fleet adjustment
· Preparation of draft strategic plan for fisheries research
· Other related tasks defined in respective expected project results

Qualifications and Skills Required

· University degree in fisheries or a relevant discipline;
· Good command of written and spoken English;
· Full computer literacy

  
General Professional Experience    ·· Preferably 10 years of professional experience but a minimum of 8 years required.
Specific Professional Experience    · Preferably 5 years experience in fisheries resource management but a minimum of 2 years required;
   · Experience in Common Fisheries Policy;
   · Having an experience in at least one project related to EU Funded project;
   · Experience in the Mediterranean and Black Sea regions will be an asset project.
