Short   project description

The aim of the technical assistance is to establish and improve the capacity of Ministry of Agriculture and Rural Affairs (MARA) required for “ecosystem based fisheries resource management” through various work packages such as:

 

-          Preparation of elaborated strategic approximation documents related to fisheries acquis (action plans, programme, model design, tender dossier and report).

-          Building the institutional capacity through training of MARA personnel and stakeholder awareness

-          Needs Assessment, including market research and technical specification for a research vessel.

Post description

The Team Leader will assist in the overall coordination programme and will contribute to strategic documents (action plans, programme, etc.) and be responsible for timely and effective preparation of the documents, ensuring provision of needed resources and other support logistics. The TL will assist in the organisation and mobilisation of Key Experts as well as Short-Term Experts. S/He will liaise with MARA staff and RTA for the day-to-day management of the project. S/He will:


· Prepare global and detailed annual workplan in close collaboration with MARA;
· Organise daily project execution, guaranteeing its adherence to workplan, and its financial management;
· Provide daily guidance to professional project staff;
· Report on project activities, results and recommendations;
· Decide on necessity and timing of inputs of Short-Term Experts

Qualifications and Skills Required

Qualifications and skills:

· University degree in fields of fisheries, natural resource management, business management administration, economics, accounting or equivalent;
· Good command of written and spoken English;
· Full computer literacy
  
General Professional Experience    · Preferably 15 years of professional experience but a minimum of 10 years required.
Specific Professional Experience    · Preferably 5 years experience in policy development in fisheries resource management but a minimum of 2 years required;
   · Experience in developing, co-ordinating and conducting training programmes;
   · Practical experience on Common Fisheries Policy; 
   · Having an experience in at least one project related to EU Funded project.
