Short   project description

The aim of the technical assistance is to establish and improve the capacity of Ministry of Agriculture and Rural Affairs (MARA) required for “ecosystem based fisheries resource management” through various work packages such as:

-          Preparation of elaborated strategic approximation documents related to fisheries acquis (action plans, programme, model design, tender dossier and report).

-          Building the institutional capacity through training of MARA personnel and stakeholder awareness

-          Needs Assessment, including market research and technical specification for a research vessel.

·

·         To prepare training course modules and extension materials, applicable to the region;

·         To conduct general stock assessment training courses in collaboration with Key Expert Fisheries Management & Planning and other STEs;

·         To conduct training in data collection in order for all port officers to reach same level of requirements for operational data collection and presentation;

·         To conduct training in biological sampling of target species, and analysis of samples, result presentation, etc;

·         The course should include training in the use of off-the-shelf fisheries data software packages (as prepared by FAO) and should not address complex mathematical approaches;

·         All tasks to be implemented in close collaboration with the Twinning Component of the project

Qualifications and Skills Required

·         A University degree in biology, fisheries, or related discipline;

·         Good command of written and spoken English;

·         Full computer literacy.

·         Preferably 10 years of professional experience but a minimum of 8 years required.

·         Practical experience of planning and delivering training programmes related to fisheries science and management;

·         Experience in sample-based fisheries studies;

·         Experience in the EU funded project as an expert;

·          Experience in teaching mathematical fisheries models with asset
